EU tightens sanctions on Belarus

On 19 July 2025, the “eighteenth sanctions package” against Russia was published in the Official Journal of the European Union. At the same time, the sanctions regime against Belarus also underwent significant changes.

The new restrictive measures against Belarus are set out in the following Decisions and Regulations:

  • Council Decision (CFSP) 2025/1471 of 18 July 2025 amending Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine;
  • Council Implementing Decision (CFSP) 2025/1461 of 18 July 2025 implementing Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine;
  • Council Regulation (EU) 2025/1472 of 18 July 2025 amending Regulation (EC) No 765/2006 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine;
  • Council Implementing Regulation (EU) 2025/1469 of 18 July 2025 implementing Article 8a(1) of Regulation (EC) No 765/2006 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine.

The main newly introduced sanctions measures are detailed below.

Targeted Measures

Council Implementing Regulation (EU) 2025/1469 has added eight Belarusian entities and legal persons to Annex I to Regulation (EC) No 765/2006 for being responsible for actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine. In particular, these include companies manufacturing components for Russia’s military industry.
