EU publishes new individual restrictive measures against Russia

Following the publication of the new EU sanctions package against Russia, additional individual restrictive measures have been adopted, expanding the lists of designated persons and entities for their involvement in supporting the aggression against Ukraine, disinformation activities, and human rights violations. The new provisions also provide for a targeted temporary derogation aimed at facilitating the transition of European supply chains in the semiconductor sector.

On 15 June 2026, a new package of sanctions against Russia was published in the Official Journal of the European Union.

The new restrictive measures are set out in the following legal acts:

• Council Regulation (EU) 2026/1336 of 15 June 2026 amending Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
• Council Decision (CFSP) 2026/1333 of 15 June 2026 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
• Council Decision (CFSP) 2026/1364 of 15 June 2026 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
• Council Implementing Regulation (EU) 2026/1361 of 15 June 2026 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
• Council Decision (CFSP) 2026/1351 of 15 June 2026 amending Decision (CFSP) 2024/2643 concerning restrictive measures in view of Russia’s destabilising activities;
• Council Implementing Regulation (EU) 2026/1356 of 15 June 2026 implementing Regulation (EU) 2024/2642 concerning restrictive measures in view of Russia’s destabilising activities;
• Council Decision (CFSP) 2026/1363 of 15 June 2026 amending Decision (CFSP) 2024/1484 concerning restrictive measures in view of the situation in Russia;
• Council Implementing Regulation (EU) 2026/1362 of 15 June 2026 implementing Regulation (EU) 2024/1485 concerning restrictive measures in view of the situation in Russia.

The main restrictive measures introduced are outlined below.

INDIVIDUAL MEASURES

New Designations under Regulation (EU) No 269/2014

The following have been listed in Annex I to Regulation (EU) No 269/2014:

• 9 natural persons; and
• 45 entities

responsible for the brutal military campaign deliberately targeting civilian infrastructure, including energy, water and healthcare facilities, which has caused severe suffering to the Ukrainian civilian population. As a direct consequence of their inclusion in Annex I, all funds and economic resources belonging to, owned, held or controlled by those persons and entities are frozen, and it is prohibited to make funds or economic resources available, directly or indirectly, to them or for their benefit.
