During the first months of 2026, the U.S. sanctions framework against Venezuela has undergone significant developments, characterized by the introduction of targeted derogations through specific General Licenses. While these measures do not affect the overall structure of the restrictions, they reflect a partial economic rapprochement between the two countries, particularly in the strategic sectors of energy and natural resources.<\/p>\n
The U.S. intervention in Venezuela at the beginning of 2026 represented a turning point in relations between the two countries. While the removal of President Maduro\u2014whose legitimacy in office had been contested by a large part of the international community following serious allegations of electoral fraud in the 2024 elections\u2014did not lead, as expected by some, to a radical change in the regime, it nevertheless provided an opportunity for the Trump administration to begin re-establishing commercial relations with what had been, until that time, the South American country most heavily affected by U.S. sanctions.<\/p>\n
Venezuela is, in fact, subject to significant U.S. restrictions that have accumulated over time. Among the various legal instruments imposing such restrictions, the following should be noted:<\/p>\n
Executive Order 13692 is the act through which a \u201cnational emergency\u201d is declared with respect to the situation in Venezuela, which is necessary, from a legal standpoint, to justify the use of the power to impose international sanctions granted to the President under IEEPA. The prohibitions and restrictions under EO 13692 and the subsequent Orders relating to Venezuela, taken together, fall within the Venezuela Sanctions Regulations<\/b><\/a> (31 CFR Part 591).<\/p>\n The restrictions against Venezuela concern numerous natural and legal persons in key positions in the country\u2019s political and economic system, which is largely based on oil resources, of which Venezuela is among the largest holders in the world.<\/p>\n The full list of Executive Orders and other regulatory acts is available on the website of the Office of Foreign Assets Control (OFAC).<\/p>\n The current Venezuelan government, led by Vice President and interim President Delcy Rodr\u00edguez (who remains sanctioned by both the United States and the European Union), has shown openness to economic cooperation. In this context, the U.S. administration has initiated a partial easing of sanctions in the Venezuelan oil and petrochemical sector, in light of the strategic importance of this sector.<\/p>\n Starting from early January, numerous General Licenses have therefore been adopted\u2014regulatory acts that authorize, under certain conditions, activities that would otherwise be prohibited. This does not, however, amount to a full \u201creopening\u201d of the United States toward Venezuela, which remains subject to significant sanctions. The General Licenses issued have, in fact, a specific scope limited to the oil sector (with the exception of GL 51, which concerns the gold sector), confirming the strategic importance of this resource for U.S. foreign policy interests.
