On June 30, 2025, the President of the United States signed Executive Order (EO) 14312, entitled \u201cProviding for the Revocation of Syria Sanctions\u201d, thereby formalizing the decision to substantially limit and restructure the U.S. sanctions regime against Syria, which had been in place since 2004 and had been progressively reinforced through successive presidential, legislative, and regulatory actions.<\/p>\n

The Executive Order, based on a wide array of statutory authorities \u2013 including the International Emergency Economic Powers Act (IEEPA), the National Emergencies Act (NEA), the Syria Accountability and Lebanese Sovereignty Restoration Act, the Caesar Syria Civilian Protection Act, and the Chemical and Biological Weapons Control and Warfare Elimination Act (CBW Act) \u2013 entered into force on July 1, 2025. From that date, Syria is no longer subject to broad-based U.S. economic and financial sanctions.<\/p>\n

Termination of the National Emergency and Revocation of Key Executive Orders<\/b><\/h3>\n

Effective July 1, 2025, the national emergency declared in Executive Order 13338 of May 2004 \u2013 which had served as the legal foundation for the imposition of U.S. sanctions on Syria \u2013 was formally terminated.<\/p>\n

Simultaneously, the new Executive Order fully revokes six key Executive Orders that constituted the legal and operational framework of the Syria Sanctions Program:<\/p>\n
